Ad Server that allows referrers

Hello,

Anyone knows if Google Ad Manager (old DFP) allows enters some domains as referrers?

For example, in one campaign I enter that referrer example1.com goes to AD1.com and if the request comes from another referrer then it would show AD2.com

This is possible with Google Ad Manager or anyone knows some Ad Serving platform that allows this?
