Webpage Design - $100

I am looking for a single web page design.

I need:

• A header with a logo and navbar (dropdown). The website name is HGS Maths
• Content section (I will be primarily listing files here)
• Footer (copyright etc)

The design should be kept simple (hence only $100). I recommend using this color scheme: https://www.colourlovers.com/palette/840851/SkyBlueShades
but feel free to use other colors if you think it will improve the design.
