Google add url

Hello to all!
I found a website that adds url to Google (not from my website but for pages from third-party websites I input) and this in theory speeds up the backlink indexing.
Of course, someone may just wait until Google eventually indexes the backlinks but still I would like to ask:
1. Is this service (Google add url) feasible or just a pipedream?
2. If this service is valid, what other (free) tools can perform this actions?
