Customers are Getting Blocked by Webroot

I am currently working on a client´s site and she just comments to me some customers are complaining they are getting blocked from accessing the site by WebRoot by telling them the site is NOT safe.

The site is running an SSL certificate and this is something that just popped as everything was working fine a couple of days ago.

Can this be caused as a result of a negative SEO campaign? Can someone buying crappy links from places like Fiverr or SEOClerk be able to do this? Can toxic links...
