Cannot Create New Twitter Account: Twitter's Instructions Don't Work

I find it amazing that Twitter's own instructions about how to create a new Twitter account when in an existing account do not work.

Twitter's instructions are as follows:

To add additional accounts:

1. In the top menu, tap your profile icon.
2. Tap the more icon
3. From here you can Create new account or Add an existing account.

But this doesn't work because there is no option in the More section to either Create New Account or...
