NginX to proxy DNS?

Hi All,

I'm working with Ubuntu Server 18.04 and have NG set up to proxy a number of ports both TCP and UDP, but it won't listen on tcp53. I've already stopped and disabled resolved and restarted, checked that nothing is listening on 53 but still I can't get it to bind. Has anyone seen this before?
