Its basically a blog/forum script, which has an inbuilt directory system.
Directory system can also be used to serve "content link" ads below the blog posts, giving more exposure to your advertisers.

Nobody buys directory links for PR anymore.
However, combining directory links with content links below blog/forum posts gives an incentive to advertisers...
