Apple app store fee is for one app or for total account?

I am not sure where to post this thread, so posting in Development section.

What I want to know is, if there is a fee to be paid to Apple for "each app" upload, or is $99 a one time annual fee?
And can I upload as many apps as I want (for free), by paying that $99 annual fee once?

Android also has $25 fee, is that one time annual, or is that for each app uploaded to google play store?
