Full website design with some development required (PHP, HTML, MySQL + graphics)

I have developed a portal system with PHP and a number of various plugins but I now need to bring it all together into 1 consistent design so I'm looking for a designer who can build the full design from scratch but also customise designs on existing code.

I don't believe that the existing code would lend itself too easily to being integrated with a regular content management system such as Wordpress or Joomla etc so most pages will most likely have to be custom made.
