How to migrate from Magento 1.9 to Magento 2.3

I have seen a lot articles, tutorials, guides, roadmaps and advice about migration to Magento 2. But I don't understand.
In my opinion I need to build new site and to migrate data (orders, customers, produtcs).
Do you have an experience and could tell me more about migration to Magento 2.3?
