Not getting tweets from a follower

One of my followers.
Both of us follow each other. Neither of us are muted.
We are both on twitter most of the day.
My follower posts quite often through the day.
I never get to see when they tweet unless I actually go over to their account..
Is there a way to alter this, also is there a way to get to see their tweets first before anything else.
