Submitted url seems to be a soft 404 - but it is NOT, how to fix?

We run a relatively large discussion forum that has been hit hard by Google over the past few years. We've done tons of stuff there to recover the traffic, to no end.

But lets address one issue at a time. We're seeing several thousand pages listed in Google console under the label "Submitted url seems to be a soft 404" and none of those pages are actually 404s.
