Keyword Order

What's up DP? I've been gone a while but decided to jump back into SEO (I've missed it!!). Anyways, a lot has changed soooo tell me what you think here...

1. "city" + "keyword"
or
2. "keyword" + "city"

Number 2 seems to get more searches according to every tool I've used but it doesn't sound grammatically correct... thoughts??
